Language Access Plan

Written plan for serving LEP populations.

A Language Access Plan is a written document that describes how an organization will provide meaningful access to limited-English-proficient (LEP) persons. While not always explicitly required by federal law, written Language Access Plans are universally requested first in Title VI compliance reviews and are considered an essential element of compliant language-access programs.

A complete Language Access Plan typically includes:

  • LEP population assessment — analysis of the languages spoken in the service area and the LEP populations the organization serves.
  • Language assistance services — description of the interpretation and translation services available, how they are accessed, and quality standards.
  • Staff training — how staff are trained to identify LEP individuals and access language assistance services.
  • Notification and outreach — how the organization informs LEP populations about available services.
  • Monitoring and evaluation — how the organization measures effectiveness and adjusts the program.

Most language service vendors who serve government agencies and educational institutions provide a Language Access Plan template as part of their contract — including JB Linguistics.
