Executive Order 13166

Federal mandate for LEP access.

Executive Order 13166, signed in 2000, requires federal agencies and recipients of federal financial assistance to take reasonable steps to provide meaningful access to limited-English-proficient (LEP) persons. EO 13166 builds on Title VI of the Civil Rights Act of 1964 and extends the meaningful-access standard to federal program delivery.

EO 13166 requires each federal agency to develop a Language Access Plan and to ensure its sub-recipients (state and local agencies that pass through federal funds) do the same. The Department of Justice publishes federal LEP guidance and coordinates implementation across agencies.

In practice, EO 13166 means that almost any state or local government program receiving federal funds — Medicaid, SNAP, K-12 Title I funding, housing assistance, workforce development — operates under a federal language-access mandate, even when state or local law would not otherwise require it.
