ESSA Title III

English Learner program funding.

Title III of the Every Student Succeeds Act (ESSA) funds and structures English Learner (EL) instruction in K-12 schools. Title III requires that schools identify English Learners, provide them with high-quality language instruction, monitor their progress, and engage their parents in their education.

Parent engagement under Title III specifically requires that all parent notifications and communications about EL programs be provided in a language the parent can understand. This drives most district translation work: enrollment forms, EL placement notifications, parent advisory committee communications, progress reports, and program description materials.

Title III also requires that districts report annually on EL student outcomes, including English language proficiency growth and academic achievement in core subjects. Districts use multilingual ELL parent advisory committees to satisfy the parent-engagement requirement.
